Manipur bye-poll on October 15

IMPHAL, Sept 13 � Bye-election to Hiyanglam Assembly Constituency under Thoubal district of Manipur would be held on October 15 this year, according to an Election notification announced on Friday.

The last date for filing of nomination papers is September 27 and scrutiny would be held on September 29, while the last date for withdrawal of candidature is October 1. Counting of votes will be taken up on October 19.

The bye-election to Hiyanglam seat was necessitated after its sitting MLA Maibam Kunjo (Trinamool Congress), expired on August 11 this year.

Hiyanglam seat has 34 polling stations, 11,741 male voters and 11,979 female voters.

Along with Hiyanglam, bye-elections to Kanubari seat of Arunachal Pradesh and Northern Angami-II seat of Nagaland would also be held on October 15.

NIA probe: The investigation into the killing of Ukhrul ADC member Ngalangzar Malue and a police commando personnel Thotyo Keishing in two separate ambushes by unidentified persons in Manipur�s Ukhrul district are likely to be handed over to a Central agency.

A decision has been taken in this regard by the State Cabinet in a meeting chaired by Chief Minister O Ibobi Singh on Friday night, Minister of Education and Consumers Affairs and Food & PDS and Government Spokesperson M Okendro said.

As per the decision, the government will hand over both the killing cases to the National Investigation Agency (NIA).

ADC member Ngalangzar was killed near Finch Corner along Imphal-Ukhrul road by armed unidentified persons on July 12. Ngalangzar�s driver and his nephew sustained injuries in the incident.

Unidentified persons also carried out two ambushes on State security forces while the teams were returning from Ukhrul on September 9. Police commando Thotyo was killed while two others sustained injuries in the ambush.
