IMPHAL, Sept 18 � The by-election to Hiyanglam Assembly constituency in Thoubal district of Manipur has been rescheduled on October 17. Earlier, the Election Commission had announced to hold the by-poll on October 15.
State Chief Electoral Officer (CEO) O Nabakishore made an announcement to this effect here today. The participation of voters might be very low if the election is held on October 15 as the day is observed as Black Day by CorCom, an umbrella organisation of major armed groups in the State.
The notification of the bye-election will be issued on September 20, while the last date for filing of nomination will be on September 27. Scrutiny and withdrawal of nomination has been fixed on September 29 and October 1 respectively. Voting will be conducted from 7am to 4 pm on October 17, he added.
Hiyanglam seat was left vacant after sitting MLA Maibam Kunjo of Manipur Pradesh Trinamool Congress Committee (PMTCC) passed away recently.
