Manipur Assembly reaffirms to establish legislative council

IMPHAL, March 1 - The Manipur Assembly on Friday reaffirmed a resolution for establishment of Manipur Legislative Council on the last day of its 10th session.

The session, which begun with the Governor�s address on February 14, was adjourned sine die on Friday.

A total of 104 starred and 34 unstarred questions were taken up, nine Government Bills were introduced and passed, besides having four call attention motions and laying of 11 papers during the 15-day session.

Chief Minister N Biren Singh, who is the leader of the House, also laid the Medium Term Fiscal Policy Statement, Fiscal Policy Strategy Statement and Macro Economic Statement and Disclosure on the table of the House.

During the discussion on the Manipur Appropriation (No 2) Bill, the Chief Minister said that former Chairman of Autonomous District Council, Chandel, Lhukhosei Zou, who is an accused in a drug smuggling case and absconding for a long time, has surrendered at the court and has been sent to Sajiwa Central Jail.

The Chief Minister also informed the House that two accused in the Nongda, Shantipur minor rape case have been arrested and one of them has admitted to the crime.

He further said that a DNA testing facility would be set up in the State, which would help in expeditious delivery of justice in rape cases. He informed that under the Nirbhaya Fund Rs 3.5 crore has been released for the DNA testing laboratory and the process for procurement of equipment has been initiated on December 16, 2019, technical evaluation has been completed and financial bid or tender will be opened in a day or two.

Stating that the government is soon going to start construction of two Manipur Bhawans in the National Capital Region (NCR) at Dwarka and Gurugram, he said that the Centre would provide 40 per cent funds for introduction of e-rickshaws in the State, and the diesel auto-rickshaw drivers who cannot afford e-rickshaws would be provided soft loans by the State government.

Describing the Loktak Lake as Manipur�s life, he said the government is putting efforts to prepare a comprehensive plan to protect it.
