GUWAHATI, Dec 26 � The failure of the Assam Government to take timely decisions on appointment of a new chief of the State Police force before retirement of the incumbent, creates an inconvenience not only for the newly appointed person, but also for the entire force. Whenever a new police chief is to be appointed, the Assam Government waits till the last moment to make the appointment, leaving very little time for the new appointee to prepare himself for the job.

Highly placed police sources admitted before The Assam Tribune that a job like heading a police force in a state like Assam having different kinds of problems, is not the easiest of tasks and the failure of the State Government to make the appointments on time add to the woes of the new head of the force. Sources pointed out that the present Director General of Police, JN Choudhury is set to take over as DG of the National Security Guard (NSG) soon, but till now, the Government has not named his successor.

Sources pointed out that this is not an isolated incident as the practice of naming the new DGP of Assam Police at the last moment has been going on for years because of the failure of the Government to take decisions in time. There have been instances when the Government made the appointment the very day the new DG had to take over charge, leaving no time for the new DG to prepare himself for the tough job. The problem for the new DG becomes more complicated if he was not dealing with the law-and-order situation for a long time, and it takes months for the new head of the police force to acquaint himself with the situation on the ground.

A former DGP of Assam Police, on condition of anonymity, said, �The Government should change its policy of appointment of the DGP. It should be notified well ahead so that the newly appointed person can chalk out his strategies in time. Normally, it takes at least three to four months for a new DGP to know the situation and the force well enough to take a hold on the force.�

The former DGP pointed out that in all key postings like the Chief of Army, the new appointee is announced well ahead and the entire force knows who is taking over after the retirement of the present Chief. Same is the case with the heads of the central paramilitary forces as the new appointee has to work as understudy of the present incumbent before taking over charge and such a system should be introduced in Assam Police. He also pointed out that even the new Union Home Secretary is named before the retirement of the incumbent. The present Union Home Secretary was named well ahead of time and he could visit the troubled parts of the country including Assam before taking over charge, the former DGP said.
