KSA, HSDC observe MoU signing day in Karbi Anglong

DIPHU, April 2 - The Karbi Students� Association (Simeon faction) celebrated the signing day of the Memorandum of Understanding (MoU) here at Diphu on Saturday.

It may be mentioned here that an MoU was signed between the leaders of the then ASDC of the hill districts of Karbi Anglong and Dima Hasao and the Central Government on April 1, 1995.

It was the outcome of the Autonomous State movement launched by the then Autonomous State Demand Committee (ASDC) from 1986, which resulted in the signing of the MoU between the hill leaders of Karbi Anglong and Dima Hasao viz., the leaders of ASDC, KSA and the Dimasa Students� Union (DSU) and the representatives of the Central Government. The signing resulted in increase of powers and departments to the KAAC by the State Government.

This is the 22nd year of the signing of the MoU. The MoU signing day was celebrated at the Diphu KSA district committee office situated at Lumding Road. Taking part in the MoU signing day celebrations, former CEM and convenor of HSDC, Jotson Bey said that the signing of the MoU is one step next to attaining Statehood. It has also given more powers to the KAAC, but the present party in power has surrendered to the State Government which is very unfortunate for the people of Karbi Anglong. The purpose of the hill state movement is to accomplish the unfulfilled dreams of late Semson Sing Ingti by attaining Statehood and until it is achieved, the movement will go on, said Bey.

Daniel Teron, incharge publicity said that the State Government bestowed the KAAC with more executive and legislative powers including some financial powers and law and order with the signing of the MoU. It has increased to 30 departments from the 16 subjects, while the other additional departments were given executive powers. Certain financial powers were also given as the KAAC was allowed to prepare its own Budget and the DC and SP ranks were within the KAAC authority, which meant that law and order were was also within KAAC�s ambit, Teron admitted.

While pointing out to the present KAAC body, he said that it was quite unfortunate that present KAAC body led by the BJP dose not know how to use these powers and thereby it has surrendered to the State Government.

It may be mentioned here that the MoU signing day was observed in several places by KSA at Diphu, Kaziranga, Bakalia, Bokajan, Dolamara, Balipathar and Hamren respectively.

On the other hand, KSA Kaziranga district committee celebrated the MoU signing day at Dolamora where Simeon Rongphar, president, KSA, Selawar Bey, ex-KSA vice president and Dharamsing Teron, research and analysis wing, HSDC attended as guests, while, HSDC general secretary Chomang Kro and Samuel Ronghang observed the day at Bakalia.

Besides, Dr Jayanta Rongpi, former MP and Convenor, HSDC and Laichan Engleng, Convenor, Students & Youth Council observed the day at Balipathar, Bokajan.

The MoU signing day was also observed gorgeously at Baithatlangso, West Karbi Anglong where Chandra Kanta Terang, general secretary incharge cultural, HSDC and Kamalsing Bey, member, Central Working Committee, HSDC, former MLA and Convenor, HSDC Holiram Terang and Harsing Teron took part as guests.
