SHILLONG, Nov 9 A key inquest witness of Fullmoon Dhars body has gone missing for the past one year, Meghalaya police today said before a Commission inquiring into the May 31, 2009 Shillong jail break.
Sub inspector, RA Sangma was slated to depose before the Commission, but the Meghalaya police said that he could not be traced for the past one year and has remained absent from his duty.
Sangma is one of the key witnesses of the inquest of Fullmoon Dhar after the under trial prisoner was gunned down by the police in an encounter on June 1, 2009, following his escape with other under trial prisoners, from the Shillong district jail.
Though police claimed that the SI has gone missing from service for the past one year, the Commission of inquiry headed by Justice (retd) SP Rajkhowa was informed about this only on Friday through a letter issued by West Jaintia Hills SP O Passi, dated November 7.
Incidentally, the inquest report did not tally with the post mortem report conducted on the under trial prisoner. Steering Committee Against Murder Of Democracy (SCAMOD), an umbrella organisation of several NGOs, arent convinced that the UTP died in an encounter.
The police should have filed an FIR or initiated departmental action or should have published notice in the newspapers asking him to join work. If supporting documents were produced on Sangma going missing then it would have been a different story, but it wasnt the case, just a letter was produced, SCAMOD counsel argued.
The next hearing would be held on November 20. The Commission would submit its inquiry report by January 11, next.
