Justice Lokur sworn in as Gauhati HC CJ

GUWAHATI, June 24 � Justice Madan Bhimarao Lokur was sworn in as Chief Justice of the Gauhati High Court, at a solemn function at Raj Bhawan today, where the Governor JB Patnaik administered the oath of office.

Popular as a judge having significant contributions towards the modernization of the courts, through introduction of innovative measures like computerization and video-conferencing at courts and jail, Justice Lokur was the acting Chief Justice of Delhi High Court till May 21, 2010.

Talking to The Assam Tribune, Justice Lokur said that juvenile justice is one of the fields where he would put a special thrust. Identifying a few key areas in the field of juvenile justice, he said that mediation, infrastructure development and implementation of the suggestions of the 13th Finance Commission demand a special attention in this field.

�Improving the existing facilities right from the district judiciaries to make them more efficient, sensitization of the judicial officers and emphasis on judicial education are also among the main challenges lying ahead,� he mentioned.

Amarjit Singh Chandhiok, Additional Solicitor General of India, while describing him as �hard as a diamond and soft as a petal in so far as delivering justice is concerned,� said that Justice Lokur has been instrumental in uplifting many infrastructure facilities in Delhi courts.

�Forthright and excellent in judicial acumen, Justice Lokur is also very concerned about the legal aid,� said senior advocate Rajiv Nayar.

Having a vast experience

in the field of civil, criminal, constitutional, revenue and service law, Justice Lokur practised as an advocate in the Supreme Court of India and the Delhi High Court. He has also served as a Junior Standing Counsel for Income Tax Department in 1981 and Central Government Standing Counsel from December, 1990 to December 1996 during which, he handled all kinds of cases on behalf of the Central Government including the criminal trials in respect of economic offences. Designated as a senior advocate in 1997, he was appointed as Additional Solicitor General of India and later on became the permanent judge of the Delhi High Court.

Chief Minister Tarun Gogoi was also present at the swearing-in ceremony attended by sitting judges and senior members of the Bar, among others.

Our Law Reporter adds: The court proceedings started at 12 o�clock today after completion of the oath-taking ceremony. Chief Justice MB Lokur presided over a Division Bench with Justice Ranjan Gogoi, both of whom happen to be alumni of St Stephen�s College, Delhi University. The Division Bench after hearing a writ petition (criminal) No 11/10 which was filed by one Tames Tikhir against the State of Nagaland challenging his detention under National Security Act, set aside the order of detention as illegal and in violation of law, and directed the authority to release him forthwith if he is not required in any other case.
