DIBRUGARH, April 15 - Dr Udayan Kr Baruah, Joint Director of Health Services, Dibrugarh has been placed under suspension under Section 6 (1) of the Assam Services (Discipline and Appeal) Rules, 1964 with immediate effect pending departmental proceedings vide an order issued by the Commissioner Secretary to the Government of Assam Health & Family Welfare Department.
The suspension order came after the district administration here found that Dr Udayan Kr Baruah, Joint Director of Health Services, Dibrugarh has been out of headquarter without availing permission from the Deputy Commissioner, Dibrugarh and competent authority since April 12, 2020.
His absence from duty without information tantamounts to gross negligence and dereliction of duty during the pandemic COVID-19. In view of the gross misconduct, the suspension was pronounced, official sources informed.
Consequent upon the suspension of Dr Udayan Kr Baruah and in the interest of public service and in view of emergent situation of COVID-19 pandemic, Dr Nabajyoti Gogoi, SDM & HO (HQ) is allowed to take over charge of i/c Joint Director of Health Services, Dibrugarh unilaterally along with financial powers until further orders, sources informed.
