IMPHAL, June 3 - Manipur police has announced a Rs 5 lakh reward to anyone providing information leading to arrest of Kh Ratan, Convenor of Joint Committee on Inner Line Permit System (JCILPS) which has been demanding introduction of Inner Line Permit (ILP) system in the State.

A criminal case has been registered against Ratan for being a member of banned outfit United National Liberation Front (UNLF) and for indulging in prejudicial activities against the State, promoting social unrest and enmity among different groups of people living in Manipur, according to a police press note here.

The individual is absconding and Imphal West district police are making all out efforts to arrest him at the earliest, the note said.

The press note does not specify whether the charges was based on a picture which appeared on the social network site Facebook which showed Ratan and some others holding a flag of the banned UNLF and allegedly pledging allegiance to the outfit.

Prior to the police note declaring him as wanted on Thursday evening, Ratan had clarified that it was a plot to tarnish the ongoing movement.
