Inquiry ordered into Singimari firing

GUWAHATI, May 27 � A division bench of the Assam Human Rights Commission comprising Dr Justice Aftab Hussain Saikia, Chairperson and Tarun Phookan, Member, vide its order dated May 26, 2014 in AHRC Case No 1053/9/14-15, issued notice to the District Magistrate, Kamrup to cause an effective inquiry to be conducted into the circumstances leading to the death of Samin Barman and the injuries caused to Dibakar Barman, and submit the report therefore within 30 days of receipt of the notice.

The AHRC has taken suo moto cognizance of a media report appearing under various captions in a number of local daily newspapers reporting the killing of one Samin Barman (22), son of one Dandi Barman of Singimari Majarchupa under Dadara Police Outpost of Hajo Police Station in Kamrup and the injuries caused to one Dibakar Barman due to the police firing at 4 pm at Singimari Chowk.

Moreover, the same division bench also took suo moto cognizance of the reported death of a five-year-old child in Lakhimpur due to the alleged lack of any treatment at the Machkhowa Bengenagorha Community Health Centre (CHC), as reported in a local daily newspaper dated May 26.

Taking a serious note of the issue (if true), the AHRC served a notice with a copy of the said news clipping, to the Commissioner and Secretary, Department of Health, Government of Assam, to cause an effective inquiry to be conducted into the circumstances leading to the death of the said child through a committee consisting of both civil and medical officers of the Government of Assam and submit the report thereof within 30 days of receipt of the notice.
