India likely to take up issue with Wen

NEW DELHI, Dec 14 � Under pressure of the North Eastern States, India is likely to take up the reports of construction of series of dams in Tibetan Plateau and the bid to divert Brahmaputra river with the visiting Chinese Premier, Wen Jiabao, who arrives here on Wednesday.

Joint Secretary (East Asia) Gautam Bambawale when asked about the possibility of the issue figuring in the bilateral discussions said that all issues, which are important to each country, would be discussed.

The surprise inclusion of officials of Water Resources Ministry including its Minister, Paban Bansal in the delegation level talks is an indication that New Delhi plans to take up the issue of Brahmaputra river afresh with the Chinese Premier.

Beijing has been denying reports that it is aiming to divert the Yarlung Tsangpo by claiming that Zamgmu Dam is a run-of-the-river project.

However, the UPA Government had come under pressure of the Opposition, which has questioned the Centre�s silence on the issue.

The Indian delegation includes Union Minister for Finance, Pranab Mukherjee, External Affiars, S M Krishna, Minister for Commerce and Industry, Anand Sharma, NSA, among others.

Meanwhile, a number of contentious issues including the border talks between the two countries are expected to be discussed when the two sides meet for a bilateral discussion on Thursday.

Replying to questions, Ministry of External Affairs (MEA) spokesman, Vishnu Prakash said that the Confidence Building Measures (CBMs) with reference to border is something both sides are looking at regularly.

�Let us also take note of the fact that India-China boundary has become one of the most peaceful boundaries in the world since 1993. We already have a mechanism in place. We are in regular touch with each other to ensure that peace and tranquillity prevails in the boundary, as the two sides go about addressing the boundary question through the mechanism of Special Representative talks,� he added.

India and China shares over 4000 km long border most of which is undemarcated. In April 2005, when Wen Jiabao had first visited India, the two sides had agreed to find a fair, reasonable, mutually acceptable solution to the boundary question according to the guiding principles and political parameters.

The last round of SR level talks was held in Beijing on November 29-30, when National Security Adviser, Shiv Shankar Menon travelled to the country.

Meanwhile, New Delhi is ready to roll out the red carpet for the visiting Premier. Wen Jiabao is accompanied by four senior ministers including Minister for Foreign Affairs, Yang Jiechi, Minister for Culture, Cai Wu, Minister for Transport, Li Shenglin, besides Minister for Policy Planning Xiewuzhan.

The Premier is also being accompanied by largest ever trade delegation comprising over 400 businessmen.
