House stalled over NC Hills scam issue

GUWAHATI, July 13 � The financial scam in North Cachar Hills Autonomous Council continued to rock the State Assembly for the second day today with the Opposition members stalling the proceedings of the House demanding that the Speaker should admit the adjournment motion moved by them to discuss the issue. The Speaker, Tanka Bahadur Rai was forced to adjourn the House thrice amidst slogan shouting by the Opposition members.

As soon as the House assembled for the day at 9 am, the Leader of the Opposition, Chandra Mohan Patowary demanded that the Speaker should give his ruling on the adjournment motion moved by the Opposition yesterday on the financial scam in NC Hills Autonomous Council. All the members of the AGP, BJP, AUDF, CPI and CPM supported Patowary and they rose on their feet demanding that the motion should be admitted. This resulted in a war of words between the ruling and Opposition members and all the Opposition members rushed to the well of the House and started shouting slogans. Some Congress members also started slogans demanding reopening of the probe into the Letter of Credit (LoC) scam. Unable to persuade the members to return to their seats, the Speaker adjourned the House till 10 am.

Immediately thereafter, the Opposition members started a demonstration in front of the chamber of the Speaker. Ranjit Dutta (BJP) said that the Speaker had adjourned the House for the entire question hour as that period is telecast live by the TV channels. As the Speaker was not allowed to come out to the House to resume proceedings at 10 am, Deputy Speaker Pranati Phukan resumed the proceedings of the House at 10 am and the Opposition members immediately returned to the Well of the House to start shouting slogans demanding that their motion should be admitted. They also raised slogans alleging that the Congress Government was involved in corruption. Though the Deputy Speaker tried to continue the proceedings of the House, nothing could be heard amidst the din and the Speaker came back to adjourn the House again for 15 minutes.

As soon as the House reassembled at 10.30 am and the Speaker directed the members to raise their call attention motions, the Opposition members returned to the House and started raising slogans in the well of the House. Though nothing could be heard amidst the din, the Speaker allowed Kamali Basumatary (BPF) and Mohibul Haque (Ind) to raise their call attention motions and Forest Minister Rockybul Hussain and Parliamentary Affairs Minister Bharat Chandra Narah replied to the motions amidst slogan shouting by the Opposition. Several members including independent legislator Jiten Gogoi alleged that they did not hear anything the Ministers said in replies to the call attention motions.

The Speaker even allowed Mohibul Haque to move a resolution amidst the din and as the day was reserved for private members� business and with the Opposition members not participating in the discussions, the proceedings ended at 11 am instead of the regulation time of 1.30 pm.

Just before adjourning the House for the day, the Speaker announced his decision to reject the adjournment motion of the Opposition members.
