ITANAGAR, May 16 � Judge of Gauhati High Court, Justice Hrishikesh Roy called on Arunachal Chief Minister Nabam Tuki here today and discussed various issues related to justice delivery in the State.
Issues like easy and smooth delivery of justice to common people, separation of judiciary from executive, recruitment of ministerial staff, establishment of jails, construction of permanent High Court in the State capital, etc., predominantly figured in their discussions.
During the meeting, the Chief Minister assured Justice Roy that land will be allotted within a month�s time for establishment of the High Court at Naharlagun in Arunachal Pradesh � a State which is yet to have its own high court. He asked Chief Secretary Ramesh Negi, who was present, to call a meeting with the Land Management department and PWD by Monday and expedite the process for land allotment.
Justice Roy informed that the High Court is committed to separate the judiciary from the executive and sought support of the State Government. He said soon, every district would have a separate court with independent judges. The process of recruiting ministerial staff for running these courts is under process, he informed and requested the State Government to allow the existing employees who are engaged in running the courts to continue, till permanent ministerial staff are recruited.
On suggestions of Justice Roy, the Chief Minister assured to enhance the intake capacity of the existing jails in the State and establish jails in all the districts in near future. In line with modern justice delivery system, he assured that facilities like video-conferencing would be introduced in the jails that would facilitate long distance hearing of proceedings without the necessity to transport under-trial prisoners (UTPs) to the court for every hearing.
Justice Roy was all praises for the customary system of justice delivery in the State and hailed the Gaon Bura institution. He suggested that Gaon Buras may be sent on exposure tours and sensitised on Indian laws and justice delivery.
