Guwahati, July 10: Arif Jwadder, an advocate from Assam who is based in Delhi, has lodged a complaint with the National Human Rights Commission (NHRC) regarding alleged fake encounters orchestrated by Assam Police in the past two months since the Himanta Biswa Sarma-led government came to power in the state.
