GUWAHATI, Sept 12 � With a view to maintain supplies of potato and onion in the open market and their sale at a fair and reasonable price among consumers, the Kamrup Metro district administration today laid some strict guidelines for people carrying on business of purchase, sale or storage for sale of the two essential kitchen items.
As per an order issued by Kamrup Metro DC Dr M Angamuthu, no dealer shall now be allowed to carry on the business of purchase, sale and storage for sale of potato and onion without obtaining a valid license under the provisions of the relevant law of �local Municipal Body/Town Committee/Panchayati Raj institutions, as the case may be, in the territorial jurisdiction of Kamrup Metro district.�
Dealer will have to display the prices and stock of potato and onion in �Form E� of the Control Order in the local language. In addition to local language, they can also display it in any other language.
�No dealer shall sell or offer to sell to any person potato and onion at a price higher thanspecified in the list of prices of stocks. No dealer shall refuse to sell potato and onion to any person at the price so specified in the list of prices of stocks. No dealer shall withhold from sale potato and onion ordinarily kept for sale,� said the order issued by the DC.
�Every dealer involved in import/purchase of potato and onion in bulk by rail or road movement from outside Assam or from cold storages within the state, shall furnish a weekly return in Form D prescribed in the Control Order before the undersigned (DC) on the first working day of a week following the week for which the return is meant,� said the order.
Dealers will have to enter all transactions relating to purchase and sale of potato and onion in the stock register both in quintals and bags/packets, each day,� it said.
The order also forbids any speculation regarding the commodities and said non-compliance of the order shall invite penalty under the Essential Commodities Act 1955.
