GUWAHATI, Oct 21 - Assam government has notified the category of private educational institutions which would be exempted from the purview of the Fee Regulatory Committee. Private schools where per annum fee (inclusive of all types of fee like admission fee, tuition fee, building or infrastructure development fee, sports or cultural fee etc but excluding the transportation fee) in pre-primary section to Class V is Rs 27,000 and below will be exempted from the process of determination of fee by the Fee Regulatory Committee.
Similarly, schools where annual fee of Class VI to X is Rs 32,000 and below, colleges where annual fee for HS Science stream is Rs 37,000 and below, Arts stream Rs 32,000 and below, Commerce stream Rs 33,000 and below and other streams Rs 35,000 and below will also be exempted. However, these set of institutions will have to obtain an exemption certificate from the Fee Regulatory Committee. Institutions which are charging more than these limits specified in the notification will have to submit a proposal for approval and fixation of fee by the regulatory committee.
The notification was issued under The Assam Non-Government Educational Institutions (Regulation of Fees) Act, 2018 passed by the State Assembly in 2018.
The Act seeks to make provision for fixation of fees for the private educational institutions in the State.
The government has constituted a Fee Regulatory Committee for determining the fee structure in the educational institutions.
According to the Act, the educational institutions will have to place before the committee the proposed fee structure along with all relevant documents and books of accounts for scrutiny.
The committee will verify whether the fee proposed is justified and whether it amounts to profiteering or charging exorbitant fee.
Taking various factors into account, the Fee Regulatory Committee shall recommend maximum limits of fees to be charged by different categories of private institutions every year before the start of the academic year.
