By R DUTTA CHOUDHURY

GUWAHATI, Sept 30 - As majority of the newly appointed members of the Foreigners' Tribunals do not have the experience of handling a court room, a two-day orientation programme was organized for them by the State Home Department in collaboration with the Gauhati High Court and Assam Judicial Academy where the members were given an idea of different aspects of functioning of the tribunals.

For the first time, the Government appointed 221 members of the Tribunals set up under the provisions of the Foreigners' Act together. Of them, 200 have been appointed against the new Tribunals to be set up, while, 21 have been appointed to fill up the vacancies in the existing Tribunals. All the new members were selected by the Gauhati High Court.

Talking to The Assam Tribune, Additional Chief Secretary in charge of the Home and Political Department, Kumar Sanjay Krishna said that the Home Department decided to organize an orientation programme so that the new members of the Tribunals can be made aware of their roles and responsibilities. Majority of the members appointed have no experience of running a Tribunal and it is important that they are aware of their responsibilities before they take over charge. He also said that before the new Tribunals start functioning, the new members would be attached to the existing Tribunals so that they gather required experience.

Sanjay Krishna said that the new Tribunals should be able to start functioning within the next 15 days or so. He said that steps have been initiated for creation of infrastructure for the new Tribunals and he would review the progress in a video conference with the Deputy Commissioners tomorrow.

It may be mentioned that the Government has decided to set up 1,000 new Tribunals as it is expected that majority of the persons left out of the National Register of Citizens (NRC) would file appeals before the Tribunals. In the first phase, 200 Tribunals would be set up and the Government of India has agreed to bear the expenses of the same.
