Govt gears up to pay arrear salaries

GUWAHATI, Feb 23 � The State Government today empowered all its Drawing and Disbursing Officers (DDOs) in connection with revision of pay and pension of its employees, up to March 31, 2010. This arrangement has been made to enable them draw the arrear salary bills of the employees following revision of pay scales being effected from April 1, 2009, said a WT message of the State Finance (Budget) Department to the districts, subdivisions and treasuries.

For the current financial year (2009-10), no specific budget allocation for the purpose is necessary. Hence, the treasury officers are directed to honour the arrear claims received from the DDOs without pressing for specific budget allocation, if otherwise found in order and to book the expenditure under the above head of account, said the WT message.

However, it said that the current salaries for February, 2010 shall be debitable to the respective service head of account of the DDO concerned and subject to availability of adequate fund.

The Finance Department has also stated through an office memorandum that the rate of DA for the State employees has been fixed at 22 per cent of pay per mensem with effect from April 1, 2009 and with effect from July 1, 2009, it will be paid at the rate of 27 per cent of the pay per mensem.

This order will be applicable to Government employees who are brought over to the revised scale of pay with effect from January 1, 2006 and to those who elected to retain the scale of pay prevailed prior to January 1, 2006.

Those Government servants, the office memorandum said, who exercised option to retain the scale of pay that existed prior to the pay scales in force on December 31, 2005 are also entitled to the DA sanctioned by the Government after January 1, 2006.

This order will also be applicable to the work-charged employees and to those paid from contingencies and holding posts carrying identical pay scales as applicable to the employees of the regular establishments of corresponding categories.

The arrear DA or Dearness Relief with effect from April 1, 2009 to January 31, 2010 will be credited to the bank account of the employees in a single installment. The treasuries, sub-treasuries of the State and authorised public sector banks are requested to arrange for the payment of Dearness Relief to the pensioners, family pension holders and extra ordinary pension holders on the basis of the office memorandum.
