DIPHU, July 27 - Thousands of Assam government employees serving under the administrative control of Karbi Anglong Autonomous Council (KAAC), and around 1,000 employees serving under the �inherent� departments (around 14) of the council have expressed their severe resentment against the council authority for not releasing their salaries since the last three months, in a press conference held at Diphu on Friday.
It may be mentioned here that the state Finance Department has already released the total fund required for payment of salary and wages against all the drawing and disbursing officers (DDOs) through virtual allocation last month, but for reasons beyond others� understanding, the council authority has prevented the DDOs from disbursing the salaries of the employees through the online process.
The issue has become more complicated because the council agreed to disburse salaries of the employees through the revised process at a meeting held between the Assam government and the council on July 26 last year under the presidentship of the Chief Minister.
This was followed by signing of an office memorandum between the parties on November 15, 2018. Till date, the council authority has come out with a ridiculous logic that it needs a few months� time to update its software and database, and until the procedure is completed, payment should be channelised through the offline route.
Meanwhile, around eight departments out of 30 transferred sectors of the Assam Government under the administrative control of the council have obtained their salaries through the revised process, thereby pushing the council authority into an embarrassing situation.
The socially conscious section of society who favour payment of all types of government dues/salary or non-salary through online method in order to minimise corruption, have expressed doubts about the council�s abnormal attitude of preventing transparency in financial disbursement, particularly after the financial debacle in Karbi Anglong Autonomous Council�s exchequer which came under the government�s scanner during March last.
