By Our Bureau

DIBRUGARH, July 11 - Incessant rains and a swollen Brahmaputra continue to bring misery to the people of Dibrugarh district. For the citys residents, water-logging continues for the third day, though some respite is seen in the Chowkidinghee and Udaipur localities here.
