Firm sets terms to continue waste management

GUWAHATI, Sept 30 � The Guwahati Waste Management Company Private Ltd (GWMCPL), a subsidiary of the Hyderabad-based Ramky Enviro Engineers, has slapped some conditions to continue with its solid waste management programme in Guwahati. The company is working in Guwahati since November 2008.

Talking to this correspondent, sources in the company pleaded for enhancement in the house-to-house waste collection charge from Rs 45 lakh per month to Rs 125 lakh for covering 2.5 lakh of households at the rate of Rs 50 per household. The GWMCPL is getting Rs 45 lakh at the rate of Rs 45 per household covering 2.5 lakh households.

It has called for steps to increase the household coverage as per the actual numbers in future and to revise the household user fee during every investment period of ten years. Further, the company has urged that in line with the house-to-house collection fee, the commercial waste collection charge of Rs 57 lakh at the rate of Rs 150 per unit for 38,000 commercial establishments should also be fixed and periodic revision of user charges for commercial establishments should be done.

The tipping fee should be Rs 140.60 per tonne for the secondary collection and transportation and tipping fee rate should be hiked to five per cent annually from the existing three per cent.

Unless and otherwise this is rectified, it will be very difficult to continue the operations in a sustainable manner, said the company sources.

In order to revamp the whole system, the GWMCPL had proposed during its meeting with Chief Minister Tarun Gogoi and other officials in December, 2011, an investment of Rs 15 crore.

This investment was proposed for purchasing and providing bins to the households as a one-time measure for segregation at source, purchasing 35 compactors, 367 compactor bins, 500 tricycles, 40 pick- up vehicles of Mahindra make, 2000 roadside litter bins, GPS and GPR tracking system.

It suggested enhanced coverage of primary collection covering whole city with more than 2 lakh households, enhanced payout to NGOs and SHGs to Rs 20 per household according to performance.

It further suggested capacity enhancement of the composting unit to 200 tonne per day (TPD), installation of the 10-MW waste to energy plant (600 TPD of waste), investment of Rs 130 crore. The GWMCPL commits an investment of Rs 68 crore in the next 10 years for enhancing collection and transportation capacity to face the increased waste generation process.
