GUWAHATI, July 17 � The House Committee on mega hydel projects today said in its report that no dam should be constructed in the State or in the neighbouring states without a proper, comprehensive, scientific study on the downstream impact of the projects covering all the relevant aspects.
In the report placed in the Assembly today, the committee also said that multipurpose provisions like irrigation, flood control, anti erosion measures and embankment etc should be included for downstream areas in all the hydel projects being planned in the region with proper, comprehensive downstream impact assessment.
The State Governments concerned should also carry out comprehensive downstream studies through their own agencies and consult the experts before issuing NOCs for setting up hydroelectric projects. If necessary, existing laws and procedures should be amended, the report said.
The NHPC dam at Gerukamukh should include multipurpose provisions like irrigation, flood control, anti erosion measures, development of roads and embankments for downstream areas. The NHPC should ensure adequate flow of water during the lean period in Subansiri river and take up measures for flood control in downstream areas in the rainy season, the House Committee said.
