DIBRUGARH, April 12 - The district administration here by an order has made it mandatory for organisers to get due permission from the administration for conducting Bihu functions. The order also prohibits forceful collection of donations and contributions from individuals and business establishments, a release stated.
The organisers of Bihu functions have been asked to erect strong pandals so that it does not get demolished in case of a storm. They also must get the permission as also NOC from the power supply department. The organisers have also been asked to ensure that academic environment is not affected and that all safety norms are complied with for protection from fire, traffic snarls etc. Use of loud speakers has also been banned after 10 pm. Besides, as per Copyright Act of 1957, �Public Performance Licence� has to be drawn, the release stated.
