SHILLONG, Nov 13 � Social organisations today alleged file notings relating to transfer of the Meghalaya Director General of Police in 2009 were tampered with and want a probe into the matter.
The issue was raised during the ongoing judicial hearing on the 2009 Shillong jailbreak. The social organisations seeking thorough probe into the jailbreak, said before the SP Rajkhowa Commission that tampering of file notings relating to the DGPs� transfer had surfaced.
�The file notings were tampered with days after Fullmon Dhar, the ringleader of the jailbreak was shot in a police encounter,� counsel of the social organisations - Steering Committee Against Murder of Democracy (SCAMoD) - Poonam Yadav said.
The matter dates back to 2009 when the DD Lapang-led Congress government removed Kulbir Krishan as the DGP on May 17 and replaced him with Anil Pradhan. Krishan was put in charge of prisons and jail.
Just days after Krishan took charge, seven undertrial prisoners including Fullmoon Dhar escaped from Shillong Jail. While all others were arrested few days later, Dhar was killed in a police encounter in Jaintia Hills.
The government, under pressure instituted the judicial inquiry commission after it was alleged that high profile businessmen and politicians were involved in the jailbreak.
Fullmoon Dhar was alleged to have been a contract killer and social organisations claim he was killed in a �fake police encounter�.
Yesterday, Fullmoon�s body was exhumed and an autopsy conducted after the Rajkhowa Commission passed an order based on a petition filed by SCAMoD.
But today�s claim of the social organisations has clouded the case further. �When file notings are corrected they are simply cancelled with the officer�s signature below and a fresh one written. Why in this case new file notings were pasted on top of the old ones,� Yadav asked.
The Commission on the jailbreak has been considerably delayed after extensions were given by the government. Earlier in April this year, retired Gauhati High Court Justice D Biswas probing the case left the Commission six months prior to its completion.
The government then appointed Justice (retired) Rajkhowa as the new Commission head and so far the hearing is moving smoothly. Meanwhile, SCAMoD has sought deferment of today�s hearing after the new allegation surfaced.
