Deficit budget presented in KHADC

SHILLONG, June 23 � The Chief of the Khasi Hills Autonomous District Council (KHADC) PN Syiem today presented a deficit budget of Rs 45,820 for the year 2015-16.

Presenting the Council�s budget, Syiem said the estimated receipt stands at Rs 92,56,54,170 and the total expenditure is projected at Rs 92,56,99,990, therefore a deficit of Rs 45,820.

The Chief Executive Member (CEM) assured the Council that efforts would be made to close this deficit through various fiscal measures.

He said the Executive Committee (EC) would try to get a larger share of revenue generated from major and minor minerals extraction and taxes on motor vehicles.

The EC warned of stern action against contractors who fail to register and obtain labour license for the migrant labourers they employ.

Executive Member in charge, Labour, Banteidor Lyngdoh replying during the Question Hour said, a total of 1,079 labour licenses were issued till date. �Of this, 818 licenses were issued in East Khasi Hills district, 171 in Ri-Bhoi district, 71 in West Khasi Hills district and 19 in South West Khasi Hills district,� he said adding, �the total revenue collection from issuance of these licenses was Rs 2.15 lakh.� It was also informed that obtaining labour license and production of EPIC cards, beside other documents, are mandatory. The EPCI card is important as labourers from Assam produce only electoral voters list.

Syiem said failure to obtain labour license could lead to cancellation of trading license. �The Trade and Labour Department may cancel the trading license if labour license of migrant labourers are not obtained,� the CEM added.
