IMPHAL, April 26 � The Joint Administrative Council (JAC) of All Manipur Trade Union Council (AMTUC) and All Manipur Government Employees Organisation (AMGEO), Manipur have decided to take three days Mass Casual Leave agitation from tomorrow urging solution of their 30-point charter of demands relating to the employees� pay and allowances. Around sixty nine thousand state employees are likely to join to the agitation in all districts.
Briefing the media here this afternoon, President of the JAC of AMTUC and AMGEO M Rajendro said the decision came to light after the general council meeting of the two organisations at the office of the JAC at Babupara here this afternoon. Rajendro said leaders of the JAC also held a meeting with the government representatives led by Chief Secretary PC Lawmkunga on Saturday and discussed their demands. However, no understanding or agreement has been reached between the two parties.
The Chief Secretary of Manipur Lawmkunga, however, said that he cannot do anything substantial without the state cabinet�s decision, he said. The Commissioner (Finance), Special Secretary (Department of Personnel), Special Secretary of General Administrative Department and Special Secretary Finance were among the government side during the Saturday�s talk with the JAC of AMTUC and AMGEO.
It may be noted that a memorandum of understanding was signed between the state government and JAC of AMTUC and AMGEO on May 19, 2010 but nothing has been worked out till today. The JAC had been pursuing the state Chief Minister for the fulfillment of their demands since long but the government is reluctant to do the needful. Now the general body of JAC decides to take another decision for future course of action following tomorrow�s mass casual leave agitation, JAC sources added.
Some of the demands of the JAC of the employees include implementation of the old pension scheme, regularisation of Adhoc, Muster roll, casual and contract employees to their respective vacant posts, non-privatisation of government departments and implementation of the 7th Pay Commission from January 1,2011 and others.
In support to the employees� agitation, the pensioners� union of the state also decided to stage a sit-in demonstration on April 28 and 29 at Chingamakhong in Imphal.
