Court awards 5 lakh to fake encounter victim

IMPHAL, Sept 11 � A division bench of the High Court of Manipur comprising of Chief Justice Laxmi Kanta Mohapatra and Justice Nongmeikapam Kotiswar Singh has directed payment of Rs 5 lakh each as compensation to three victims of fake encounters in the State, sources said.

The fake encounter cases include killing of Pheiroijam Keshorjit alias Loketomba Singh in Imphal district on June 20, 2005 and killing of two cousin brothers � Mutum Herojit Singh and Mutum Rajen on October 14, 2008.

After hearing the petition of Pheiroijam Ongbi Ibeton Devi, mother of the victim and tabling of the inquiry report of District Judge, Manipur West K Bipin Chandra Sharma, the High Court directed the Union of India and Assam Rifles authority to pay Rs 5 lakh as compensation to the mother of the killed Keshorjit within six months, the source said.

District Judge�s inquiry report which was submitted on April 29, 2011, had reportedly concluded that the deceased Keshorjit was killed by the personnel of 19 Assam Rifles in a fake encounter, the sources added.

In the case of the killing of Mutum Herojit Singh, a Tata Sumo driver and Mutum Rajen Singh, hotelier, by Manipur police commandos, the High Court heard the two writ petitions on September 4 and reserved its judgment.

The High Court today delivered its judgment directing the Manipur Government to pay Rs 5 lakh each to the families of the two victims within four months, the sources stated.
