AGARTALA, Oct 10 - Tripura Pradesh Congress Committee president Gopal Roy today lashed out at the BJP-IPFT Government for allegedly perpetrating a jumla in the name of implementing the 7th CPC for State Government employees and pensioners.
The Government has merely increased the multiplication factor from 2.25 given earlier by the Left Front to 2.57, which will lead to only a nominal increase in salaries and pension, Roy told reporters at the Congress Bhavan here. There is not a word on any rise in allowances including DA and house rent, he alleged.
The three-time MLA pointed out that in the official press release issued after the Cabinet meeting yesterday, there is only one reference to the 7th CPC in a negative way in the fourth paragraph. Besides, fixed-pay employees, including TET-qualified teachers, will get only 75 per cent of their actual initial pay, which is another case of gross deprivation because all of them were recruited for regular and sanctioned posts, he said.
This is gross exploitation of labour, Roy alleged, adding that nowhere in India TET-qualified teachers are appointed on fixed pays.
The State Congress president further asserted that unless the State Government granted full pay scales to TET-qualified teachers and other similar employees, funds cannot be claimed for reimbursement and the deprivation will continue.
The senior Congress leader said the State Government should clarify its stand on payment of 9 per cent outstanding DA and other allowances on the basis of the new basic pay.
In private conversations, the ministers said that the DA would be given and there would be no ceiling on house rent allowance. But this is not trustworthy. They must make a formal statement in this regard. The entire issue should be reconsidered, Roy added.
