Concern over delay in NE projects

By Spl Correspondent

NEW DELHI, Aug 5 - Non-submission of utilisation certificates, quarterly progress reports, inspection reports, besides release of matching share on time were identified as major causes of concern for ongoing projects, Minister of State for DoNER Dr Jitendra Singh said.

The shortcomings, like preparation of priority lists without proper and scientific gap analysis, delay in submission of priority lists, lack of field inspection prior to project conception, inadequacies in concept papers and detailed project reports, release of fund by the State government to the executive agency and delay in finalisation of tenders, were observed in case of new projects, Dr Singh said in a Rajya Sabha reply.

The DoNER Minister had come under attack for delays in sanctioning projects and funds.

Chief Minister Tarun Gogoi has expressed grave displeasure over the non-release of funds by the Ministry of DoNER for various development projects. Gogoi said that the non-release of funds by the Ministry of DoNER has acted as a spanner in the wheels of development.
