Chakka bandh paralyses Manipur hill districts

IMPHAL, April 6 � Normal life in the Naga-inhabited hill districts of Manipur were severely affected due to a 12- hour Chakka Bandh called by the Naga frontal organisations. The bandh concluded peacefully at 6 pm today.

United Naga Council (UNC) Manipur-led Naga frontal bodies in Manipur�s four hill districts of Chandel, Senapati, Tamenglong and Ukhrul imposed the bandh denouncing the Manipur (Hill Areas) District Council (Third Amendment Act, 2008).

A press communiqu�, which was made available here, said the Forest Act of 1927, the Manipur Hill Area Village Authority Act, 1956, Manipur Land Revenue and Land Reform Act, 1960, etc, and now the Government of Manipur is trying to take away rights of the Hill people by the latest Act, i.e., The Manipur (Hill Areas) District Council (Third Amendment Act, 2008). This Act has been rejected by it in its present form as the said Act does not protect and safeguard the rights of the people, it added.

A functionary of UNC also said holding of district council election in haste without knowing the spirit and contents of the Act and the Rules will only lead to further exploitation of the hill tribals. Mention may be made here that the Manipur Government is planning to hold Autonomous District Council elections in two phases on May 17 and May 24 next, sources said. As per proposal put up by the State Election Commission on March 30, notification for the polls would be issued on April 15 and April 22.

Due to the chakka bandh, except for Churachandpur district, normal life in all the hill district headquarters such as Chandel, Senapati, Tamenglong and Ukhrul were paralysed today.

The inter-State passenger vehicles and goods carrier services remained suspended during the strike affecting trade and commerce in the hill districts. Assam and Nagaland- based newspapers failed to reach Imphal today because of the bandh.

Some private vehicles including trucks were blocked by the chakka bandh supporters at Yaingangpokpi market on way to Ukhrul headquarter this morning.
