Centre yet to pay State Rs 1000.65 cr

GUWAHATI, Aug 2 - The Union Government is to pay the State an amount of Rs 1000.65 crore, against its share of Rs 1027.88 crore for the 41 Flood Management Programme (FMP) schemes being undertaken by the latter during the 12th Five Year Plan.

Moreover, Union Government is yet to release an amount of Rs 237.17 crore to the State against its share of Rs 1018.12 crore, for the 100 FMP schemes undertaken by the State during the 11th Five Year Plan, that is, for the 2007-�12 period. The Empowered Committee of the 11th Plan recommended the above 100 schemes of the State.

In all, 96 of the above 100 schemes, have been physically completed and the State share of Rs 113.617 crore, against these schemes, has already been released, sources said.

The Union Ministry of Water Resources (MoWR) has accorded administrative approval for continuation of the Flood Management Programme (FMP) during the 12 th Five Year Plan period (between 2012 and 2017) with an allocation of Rs 10,000 crore. It has also revised the funding pattern for the new schemes being implemented in the Special Category States to 70:30 with effect from July 31, 2013, said sources in the Water Resources Department (WRD) here.

The Intra-Ministerial Committee on Flood management Programme (IMC-FMP) recommended 41 schemes of the State during the 12th Five Year Plan. These schemes were estimated to involve a total cost of Rs 1386.97 crore. For 14 of these schemes, the funding pattern was 90:10, while for the 27 other schemes, the funding pattern was 70:30. In these schemes, the size of the Union Government�s involvement was of Rs 1027.88 crore, while that of the State�s involvement in these schemes was of Rs 359.09 crore, sources said.

The State Government has already released an amount of Rs 349.29 crore, as State�s share, against these schemes. But on its part, the Union Government has so far released only an amount of Rs 27.2254 crore, as its share, against these schemes, source said.

It further needs mention here that on January 28, 2016, the MoWR revised the funding pattern for the Special Category States� ongoing FMP schemes for the 11th and 12th Five Year Plan periods, from 90:10 to 80:20.
