Centre, State govts not interested in implemention: AASU

GUWAHATI, Sept 16 - The All Assam Students� Union (AASU) today alleged that Central and State governments betrayed the people of Assam on the issue of implementation of Clause 6 of the Assam Accord.

In a release here, Dipanka Kumar Nath and Lurinjyoti Gogoi, president and general secretary respectively of the AASU, said, �Union Minister of State for Home today admitted in the Parliament that the Centre is yet to receive the Report of the Committee formed by the Union Home Ministry to suggest measures for implementation of Clause 6 of the Assam Accord.�

The Union Home Minister had assured that the Centre would start implementing the recommendations of the Committee within a week of receiving the report. But it is now proved that the Centre is yet to receive the report. It is evident that the Prime Minister and the Union Home Minister are not aware of the recommendations given in the report and it is doubtful whether the Chief Minister has read it, the AASU said.

Meanwhile, AASU chief adviser Samujjal Bhattacharya said, �the cat is now out of the bag.� It has been proved beyond doubt that the Central and State governments are not interested in implementing Clause 6 of the Assam Accord to give constitutional protection to the indigenous people of the State. He said that the Committee managed to complete its report within the specific time frame given to it. But the Union Home Minister could not find time to receive it and the Chief Minister received the report on behalf of the Centre on February 25 this year. But today it has been proved that the Chief Minister has not yet handed over the report to the Union Home Minister, he added.

Bhattacharya pointed out that the Joint Secretary (North East) of the Ministry of Home Affairs, who was the member secretary of the Committee, did not sign the report, which reflected the attitude of the Centre on the issue. He also warned that the people of Assam would continue to put pressure on the Centre till all the recommendations of the Committee are implemented as promised by the Prime Minister and the Union Home Minister.
