NEW DELHI, Sept 5 � The Assam Government appears to have fallen short of expectations, as it has managed to deport only 134 illegal migrants during the last two years, even as the Centre set at rest all speculations, clarifying that it is committed to implement the Assam Accord in letter and spirit.
The confusion had arisen after President, Pranab Mukherjee underlined the need to revisit the historic Assam Accord and adapt it to present conditions �in the spirit of justice and national interest.�
�Concrete attempts have been made to heal the wounds of Assam, including the Assam Accord conceived by our young and beloved former Prime Minister Rajiv Gandhi. We should revisit them, and adapt them to present conditions in the spirit of justice and national interest,� Mukherjee said in his first address to the nation on the eve of Independence Day.
On Wednesday, Minister of State for Home Affairs M Ramachandran said action has been taken to implement various clauses of the Assam Accord. Certain clauses of the Accord are of the continuing nature like safeguards for Assamese people, measures for economic development of Assam and to prevent infiltration and therefore need to be continuously monitored, he said in reply to a question by Kumar Deepak Das.
The Minister further revealed that Foreigners Tribunals set up by the State Government has declared 865 persons as illegal migrants during 2010-2012. During the period 4,787 persons were declared illegal migrants, who came to Assam after March 25, 1971.
Also, names of 5,652 declared illegal migrants have been sent to the competent authority for deletion of their names from the electoral rolls and 134 declared illegal migrants have been deported to their place of origin Bangladesh, the Minister said.
About implementation of the Clause Five of the Assam Accord, the Minister said that Special Registration Officers have been appointed for registration of persons detected as foreigners. A total of 3,153 posts including 1,280 additional posts, have been sanctioned under Prevention of Infiltration of Foreigners Scheme to assist the State Government.
Referring to Clauses Eight to 14, Ramachandran said that power to issue citizenship certificate now vests only with the Central Government. Construction of 2724 km of fencing has been completed against 3359 km sanctioned along the Indo-Bangladesh border. While construction of fencing in patches 160 km is under progress
