GUWAHATI, Aug 21 � The Central Bureau of Investigation (CBI) has registered a case against an Indian Police Service (IPS) officer who was connected with investigation of the high profile Public Distribution System (PDS) scam in Arunachal Pradesh. The Bureau has also registered a case against a legislator of Arunachal Pradesh along with four others in connection with irregularities in payment of compensation during construction of a mega road.
Highly placed sources in the CBI told The Assam Tribune that Mayank Chouhan, a 1998 batch IPS officer, stage-managed an abduction case and later it was found that he went off on his own will. Chouhan headed the Special Investigation Team (SIT) constituted following an order of the Gauhati High Court, to investigate the PDS scam in Arunachal Pradesh. Following the investigation, the CBI chargesheeted 56 persons including former Arunachal Pradesh Chief Minister Gegong Apang and five legislators.
On October 17 last year, Chouhan was on his way to Bhalukpong on the Assam-Arunachal Pradesh border along with inspector Mohan Kaye and constable Vikram Singh of the SIT. But he got down from the vehicle at Tippi market, telling the inspector and the constable that they would meet soon. But the IPS officer went missing and a hue and cry was raised as it was suspected that some accused in the multi-crore-rupee scam were involved in his kidnapping. But Chouhan surfaced in Delhi a few days later and tried to cook up a story of abduction. However, later, it was found that he had gone off on his own will and was placed under suspension and now the CBI has registered a case against him.
Sources said that the CBI has already raided his house and found that he has amassed property disproportionate to his known sources of income and even bought a plot of land and a house in Gurgaon. Sources said that the CBI has already questioned the inspector and the constable who were with Chouhan when he went missing. The IPS officer will also be questioned. The CBI has also obtained the call records of Chouhan of that time and the persons with whom he was in regular touch during that time may also be questioned, sources said.
Meanwhile, the CBI has found gross irregularities in payment of compensation during construction of the strategically important trans- Arunachal highway and a case (RC 10/A, 2013) has been registered in this connection following an order of the High Court. The irregularities first came to light when one L Khandu filed a petition in the Court and following a preliminary investigation, the CBI submitted its findings to the Court. After going through the findings, the Court ordered the CBI to register a case and the latter registered a case against MLA Phurpa Sheiring and four others. The loss suffered by the Government due to the irregularities is assessed to the tune of Rs 2.15 crore.
