Call for new initiatives in water, sanitation sectors

GUWAHATI, Sept 16 - A two-day training programme and capacity building of assistant executive engineers of the Public Health Engineering (PHE) Department was organised by the Water and Sanitation Support Organization (WSSO) at the Assam Administrative Staff College here recently, with over a hundred participants from all the districts of the State.

Attending the valedictory session, PHED Minister Rihon Daimary urged the participants to focus on community participation for addressing the issues concerning public health and hygiene. He called for new initiatives in the field of water and sanitation with the help and support of new technologies. He also emphasised initiation of research activities by field engineers.

Earlier, the second day�s session started with Ramendra Sundar Choudhury, Executive Engineer, PHED, elaborating on the design and implementation of construction of water reservoirs and treatment plants.

Roshanara Begum, secretary, Public Enterprise, gave a brief overview of the Right to Information Act 2005 and dwelt on the roles and responsibilities of the government officials as mandated by the Act.

Prasanta Rajguru, Editor, Amar Asom, spoke on the ethical issues associated with news reporting and the relationship of the media with the administration.

Sweta Patnaik, WASH specialist, UNICEF, Assam, discussed the Sustainable Development Goals pertaining to water and sanitation and the associated implementing challenges.

The training covered various relevant topics like administrative protocol and disciplinary proceedings, financial threshold in regard to present DFP, maintaining Integrated Monitoring Information System (IMIS), execution and quality control, monitoring water supply in the context of Sustainable Development Goal (SDG), Swachha Bharat Mission and topics like water for sanitation.

Earlier, the two-day programme was inaugurated by Kumar Sanjay Krishna, Additional Chief Secretary, PHED, Assam, along with Dr Siddharth Singh, Secretary, PHED, Assam, and Biren Bhattacharyya, Secretary, PHED, Assam in the presence of other senior officials.

Mentioning the present scenario of water and sanitation in the world, Kumar Sanjay Krishna said that per capita water consumption in India is decreasing due to the growing demand for water.
