CAG raps Brahmaputra Board

NEW DELHI, Dec 10 � The Comptroller and Auditor General (CAG) has slammed the Brahmaputra Board for failing to prepare master plan, its main activity.

The latest CAG in its audit report detected several irregularities in the Brahmaputra Board under the Ministry of Water Resources.

The Board could not complete the main activity of preparation of master plans. It could prepare and get approval for only 43 master plans against a target of 57 during the last 27 years of existence, the report said.

The Board was established in 1980 by an Act of Parliament for planning and integrated implementation of measures for control of floods and bank erosion in the Brahmaputra and Barak valleys.

The Board took up work of preparation of Detailed Project Reports (DPRs) for 64 projects but it could complete only 34 DPRs, while it could get clearance for only 12 DPRs from the Central Water Commission (CWC), the report said.

Delaying completion of six projects under the drainage development scheme and one multipurpose project resulted in non-realisation of benefit of Rs 243.72 crore in the form of increased agricultural produce, flood control and power generation perceived from the project.

The execution of the Pagladiya dam project could not start for want of land from the State Government. As the chances of acquisition and allotment of land by the State Government were remote, the expenditure of Rs 25.77 crore incurred might be rendered infructuous, the CAG report said.
