By-polls in 3 more Manipur constituencies on Nov 7

IMPHAL, Oct 5 - Six days after announcing the election schedule for by-election to Lilong and Wangjing-Tentha Assembly constituencies, the Election Commission of India (ECI) today announced by-election to three more Manipur Legislative Assembly constituencies on November 7.

Election to the legislative Assembly will be held in Wangoi, Saitu and Singhat Assembly constituencies in Imphal West, Kangpokpi and Churachandpur districts.

The last date for filing nomination is October 20 followed by scrutiny and the last date of withdrawal of candidature on October 21 and 23 respectively. Polling will be held on November 7 while counting and completion of the election process will be on November 10 and 12 respectively.

Informing this in a press note here today, Ramananda Nongmeikapam, Joint Chief Electoral Officer of Manipur said that with the announcement of the election schedule by the ECI, the model code of conduct comes into effect immediately and will be applicable in the areas falling under 22-Wangoi Assembly constituency and the entire districts of Kangpokpi and Churachandpur.

All intending candidates and political parties, besides all stakeholders concerned are therefore directed to comply strictly with the model code of conduct with immediate effect until the election process is completed, the press note said.

ECI announced the election schedule for Lilong and Wangjing-Tentha Assembly constituencies on September 29. By-election to the five Assembly constituencies were necessitated after their respective sitting MLAs resigned from the membership of Manipur Legislative Assembly in August.

Currently, 13 Assembly constituencies are lying vacant in the 60-member Manipur Legislative Assembly following disqualification and resignation of MLAs.

On October 2, Chief Minister N Biren Singh told reporters that the state government will ask the ECI to conduct bye-election in the left out vacant Assembly constituencies. However, he did not specify the constituencies.

The BJP-led government in Manipur came to power in March 2017 with the support of four MLAs each from NPP and NPF, besides one MLA each from TMC, Lok Janshakti Party, and an Independent in the 60-member House.
