Bills to raise salaries of CM, Speaker, ministers, MLAs tabled

GUWAHATI, April 5 - The State Government today introduced three Bills in the Legislative Assembly for revision and enhancement of salaries and allowances of the Chief Minister, ministers, Leader of Opposition, Speaker, Deputy Speaker and MLAs.

Parliamentary Affairs Minister CM Patowary introduced The Assam Speaker�s and Deputy Speaker�s Salaries, Allowances and Amenities Bill, 2018, The Assam Ministers� and Leader of the Opposition�s Salaries, Allowances and Amenities Bill, 2018, and The Assam Legislative Assembly Members� Salaries, Allowances, Amenities and Pensions Bill, 2018 in the House.

The salary of the Chief Minister is proposed to be revised to Rs 1.30 lakh per month from the existing Rs 90,000. It also proposes to enhance the CM�s Parliamentary Assistance Allowance to Rs 10,000 per month, and the Sumptuary Allowance to Rs 24,000 per month.

With regard to Cabinet Ministers, the Bill seeks to enhance their salary to Rs 1.10 lakh per month.

It also proposes to enhance the Parliamentary Assistance Allowance of the Cabinet Ministers to Rs 10,000 per month, and the Sumptuary Allowance to Rs 20,000 per month.

For the Leader of Opposition, the Bill proposes to revise the monthly salary to Rs 1.10 lakh per month.

It also proposes to enhance the Parliamentary Assistance Allowances of the Leader of Opposition to Rs 10,000 per month, and the Sumptuary Allowance to Rs 20,000 per month.

With regard to the Ministers of State, the Bill seeks to revise their salary to Rs 1 lakh per month. It also proposes to increase the Parliamentary Assistance Allowances of the Ministers of State to Rs 10,000 per month, and the Sumptuary Allowance to Rs 18,000 per month.

The Bill proposes to increase the salary of Deputy Ministers to Rs 95,000 per month, while enhancing their Parliamentary Assistance Allowances to Rs 10,000 per month, and the Sumptuary Allowance to Rs 16,000 per month.

The Chief Minister, the Cabinet Ministers, the Leader of Opposition, the Ministers of State, and the Deputy Ministers will be entitled to a Daily Allowance of Rs 1,850 per day while on tour and halt within Assam and Rs 2,500 per day while on tour and halt outside Assam. They will also be entitled to Sitting Allowance of Rs 1,850 per day for the days of session of the Legislative Assembly and for Committee Meetings, besides other amenities like free furnished residence, vehicles and so on.

The Assam Speaker�s and Deputy Speaker�s Salaries, Allowances and Amenities Bill, 2018, proposes to revise the salary of the Speaker to Rs 1.20 lakh per month.

It also proposes to enhance the Parliamentary Assistance Allowance of the Speaker to Rs 10,000 per month, and the Sumptuary Allowance to Rs 20,000 per month. Similarly, the Bill proposes to revise the salary of the Deputy Speaker to Rs 1 lakh per month. It also proposes to increase the Parliamentary Assistance Allowance of the Deputy Speaker to Rs 10,000 per month, and the Sumptuary Allowance to Rs 20,000 per month.

Both the Speaker and the Deputy Speaker will be entitled to a Daily Allowance of Rs 1,850 while on tour and halt within Assam, and Rs 2,500 per day while on tour and halt outside Assam. Both will also be entitled to Sitting Allowance of Rs 1,850 per day.

The Assam Legislative Assembly Members� Salaries, Allowances, Amenities and Pensions Bill, 2018, seeks to enhance the salary of MLAs to Rs 80,000 per month. It also seeks to revise the Constituency Allowance of the MLAs to Rs 20,000 per month. It has proposed to introduce a Parliamentary Assistant Allowance for MLAs of Rs 10,000 per month and to enhance the Secretariat Allowance to Rs 10,000 per month from the existing Rs 5,000.

The Sitting Allowance and the Daily Allowance of the MLAs will be at par with those for the Chief Minister, Minister, the Speaker and others and they will also be eligible for other amenities.

The proposed legislation has suggested revising the pension of former MLAs to Rs 40,000 per month from the existing Rs 30,000, and the Medical Allowance to Rs 20,000 per month from the existing Rs 15,000.

Every ex-MLA, who has served for more than five years, shall be paid an additional pension amounting to Rs 1,000 for every year exceeding the first five years.

The Family Pension of former legislators is proposed to be revised to Rs 20,000 per month from the existing Rs 15,000, while the Medical Allowance under Family Pension is suggested to be increased to Rs 20,000 per month from the existing Rs 5,000.
