Benefit of Govt schemes yet to reach farmers

BONGAIGAON, Nov 9 - Most of the Government schemes are not being successfully implemented in Bongaigaon district allegedly due to lack of proper monitoring by the competent authority.

For the distribution of 70 percent subsidised tractors under the Chief Minister�s Samagra Grameen Unnayan Yojana, a total of 250 farmer groups were selected in Bongaigaon district by the District Agriculture Department.

Among them, only 187 farmer groups had approached the distributors by paying 30 percent amount to procure the tractors.

Already, 91 farmer groups out of 187 had received their tractors in the district. The remaining 91 farmer groups have been struggling to get their tractors because of the alleged negligence of the suppliers, officials of the District Transport Department alleged.

A total of 9 companies, namely Escorts Limited, Mahindra Swaraj, Mahindra Gujarat, CNH Industrial, Eicher, Tafe (Missy), Mahindra and Mahindra Preet and Action Construction got the contract to supply the tractors.

The District Transport Department had received 54 applications for tractor registration. For 37 applicants among the 54, the suppliers had deposited registration tax and after which 20 registration cards were issued.

Similarly, taxes for tractor trailer registration were received from 6 applicants out of 45. But no registration cards were issued for the trailers of the tractors, said an official of the Transport Department.

As the suppliers were not serious while submitting their documents for the tractor registration on behalf of the beneficiaries, the registration works suffered considerably due to missing documents and timely deposition of taxes, the officials alleged.

On the other hand, another 63 farmer groups could not avail benefits of the tractor scheme as they did not get loans required to pay the 30 per cent amount from 9 banks located in Bongaigaon, the farmers said.

Since no provision of strict monitoring is in force in the district on the scheme works, hence the beneficiaries have to suffer and are deprived of the benefits, a section of aggrieved farmers lamented.
