Assam Police not involved in SI recruitment test: DGP

GUWAHATI, Sept 29 - Amidst the controversy regarding the selection of candidates for appointment as sub inspectors of police, Director General of Assam Police, BJ Mahanta has made it clear that the Assam Police was in no way involved with the process of holding the examinations.

The DGP also suggested a series of measures like constitution of a subsidiary services selection commission for conducting examinations of all the Departments of the State Government.

In a letter to the Chief Secretary, copy of which was also given to the office of the Chief Minister, the DGP clarified the position of the Assam Police regarding the examinations for recruitment of sub inspectors, which had to be cancelled because of question paper leak and said that the Chairman of the State Level Police Recruitment Board did not hold a single meeting of the board regarding the preparations for holding of the examinations.

Though two serving officers of the Assam Police were members of the Board, they were never consulted by the Chairman on any issue. The serving officers only received copies of the routine dispatches to the Government.

The Assam Police was kept in dark on vital information like security of the venues, movement of question papers etc despite the fact that there were possibilities of law and order issues in such examinations.

The letter said that the Chairman of the Board directly issued instructions to the district Superintendents of Police without informing the DGP or the ADGP (Law and Order). Clear guidelines and standard operating procedures were also not issued for holding of examinations, the DGP said.

The DGP further said in the letter that short and long term measures should be taken to bring about transparency in the recruitments of the State Government. He suggested that the Subsidiary Services Selection Commission, that he has proposed, should be headed by a �luminary of management�, who may be a serving or retired officer of the Government. The person should have proven track record of integrity. The process of holding examinations should be heavily biased towards use of technology wherever possible to maintain transparency. All written examinations can be replaced by online examinations and the initiation of the recruitment process should be carried out by the Commission and it should not be handed over to any agency.

The DGP said that the involvement of police should be limited only to conducting the examinations that too in the way of assisting the Commission. In examinations for recruitment in other Departments, the concerned departments should be involved and police will only provide security.

As a short term suggestion, Mahanta said that the examination for SI, which is already declared, should be conducted online and it should be conducted through an agency which conducts examinations like the IIT-JEE etc.

It may be mentioned here that the Government yesterday reconstituted the State Level Police Recruitment Board and as per the Government notification, the DGP will now head the Board.
