Assam CM urged to include Manipuri in APSC, other recruitment exams

GUWAHATI, Sept 27 - The Guwahati Manipuri Coordination Committee (GMCC), a conglomeration of organisations of Manipuri inhabitants in different municipality wards/ assembly constituencies of Guwahati, Assam has urged Assam Chief Minister to amend the Assam Public Services Combined Competitive Examination (Amendment) Rules, 2019 and the Assam Official Language (Amendment) Act to include Manipuri language in the list of qualifying language papers along with Assamese, Bengali and Bodo for the APSC examinations and other recruitment examinations, include Manipuri literature in optional papers of the APSC examinations and also include Manipuri as an associate official language of the State of Assam respectively, a press release received here stated.

In a memorandum submitted to the Chief Minister at the Administrative Staff College here on September 26, the GMCC said that the Manipuri people of Assam, have been residing in the State since the 15th century AD and have become a part of the cultural and social landscape of Assam both in the Brahmaputra Valley and the Barak Valley. The Chief Minister was also apprised that Manipuri society in Assam is chiefly agrarian and peace loving. But, in recent times, their pursuit of social harmony has been forced to take the path of activism following enactments of the Assam Public Services Combined Competitive Examination (Amendment) Rules, 2019 and the Assam Official Language (Amendment) Act which does not include Manipuri language therein and its consequences. Hence, feelings of neglect and deprivation are agitating the minds of the Manipuri youths.

The GMCC reminded the Chief Minister that in the enactment of the Assam Public Services Combined Competitive Examination (Amendment) Rules, 2020, notified on 5th August 2019, the appeal of the Assam Manipuri Sahitya Parishad in a memorandum submitted on 30 May 2014 to the Chairman of the Assam Public Services Commission and also to the Principal Secretary, Department of Personnel to include the Manipuri language and to take certain follow-up steps, has been overlooked. The memorandum stated that the Union Public Service Commission and the Sahitya Akademi have recognised Manipuri language and literature. Besides, Manipuri language is a medium of instruction in SEBA curriculum and MIL at the university level in Assam.

The memorandum also stressed that a large chunk of Manipuri people in the Brahmaputra Valley is concentrated in Hojai, Sivasagar, Charaideo, Dibrugarh, Tinsukia, Nagaon, Kamrup Metro while the Manipuri population in the three districts of Cachar, Hailakandi and Karimganj of Barak Valley is one of the major ethnic groups, next to the Bengali population.
