APW demonstration over Assam Accord

NEW DELHI, Aug 1 � Assam Public Works (APW) on Monday staged a demonstration here demanding early implementation of the remaining clauses of the Assam Accord.

A delegation of the NGO led by its president Aabhijeet Sharma displaying banners and placards at Jantar Mantar raised slogans alleging failure of the State Government to implement the three crucial clauses of the Accord.

In a memorandum to Congress president, Sonia Gandhi, APW alleged that Government has done nothing in order to implement the three vital clauses since signing of the Assam Accord in 1985.

The State Government under pressure now has published a modality which basically plans to update the National Register of Citizens 1951 (NRC) to present times based on the electoral roll of 1971 as the base document, through �application�.

The suggested updating of the NRC is totally impracticable and unviable. Also, it does not tackle the main issue of illegal migrants. It is for all to see how many foreigners have been detected by the competent authority till date since 1985. The whole modality as declared by the Government of Assam is merely an eyewash and an exercise in futility.

Late Rajiv Gandhi understood the problem faced by the state and he had a vision to solve the problem once and for all in the interest of the nation. But his intentions could not be fulfilled because of his untimely demise and successive governments did not do anything basically for lack of insight of the issue, APW said.

The NGO has also alleged that the growth rate of electorate in Assam in recent times based on Government statistics is abnormally high. The situation is more serious because all the constituencies of Assam, barring three or four, have shown abnormally high growth rates in relation to all India average for recent times.

Previously, we had witnessed high population growth and votes in Dhubri, Goalpara, Barpeta, Hailakandi, Nagaon and Karimganj districts. But recent electoral rolls show that electoral growth in the entire state is alarmingly high. �We may easily surmise that this extra growth is due to illegal Bangladeshi migrants enrolling themselves in large numbers in the voter�s list,� it said.
