APW charge over plot of land

GUWAHATI, Nov 1 - The Assam Public Works (APW) today alleged that a plot measuring nine bighas, two kathas and 17 lechas in the Dispur Lastgate area has been allotted to an estate developer company Build Worth Private Ltd. The government is the owner of this plot, as stated by the government in reply to a question (short notice question number 86) raised by Naba Kumar Doley in the State Assembly on December 19, 2014.

The APW, in a statement, said that this plot was allotted to the Build Worth Private Ltd on December 12, 2011 by the then Kamrup (Metro) Deputy Commissioner through an order. But the government did not say anything on the ground of allotting this plot of land to the private sector builders in reply to Doley�s question.

There is enough ground to doubt that there was a tacit understanding between the two IAS officers, who were then the DC and the ADC of Kamrup Metro district, and the estate developers concerned, which resulted in the above allotment, the APW stated.

The real estate developers have now built an apartment on this plot, located barely at a distance of 50 metres from the Dispur MLA Hostel complex. This plot was allotted to the private sector builders when the government was finding it hard to locate sizeable plots of land to set up its offices. Significantly, the government did not receive even a single paisa for this plot of land, the APW alleged.

The voluntary organisation has, by this time, taken the matter to the Special Judge�s court here (case number 4/2016) listing Build Worth Pvt Ltd, bureaucrats Ashutosh Agnihotri (the then DC of Kamrup Metro) and Puru Gupta (the then Additional DC of Kamrup Metro) and Build Worth director Dipak Singh as the respondents. The case is filed under Sections 120B, 420, 468, 471, 409 of the IPC read with Sections 13 (1) (c)/13 (1) (d)(ii) of the PC Act and Section 13(2) of the PC Act.

The APW has also appealed to Chief Minister Sarbananda Sonowal to take firm steps to free this plot of land from the unauthorised allottees.
