AHRC orders probe into firing by police officer

GUWAHATI, Dec 12 - A single bench of the Assam Human Rights Commission comprising Tarun Phookan has taken suo moto cognizance of the incident of alleged violation of human rights by no less a person than an ASI of police whose bounden duty it is, as a public servant, to protect people and prevent any sort of violation of their human rights.

Taking cognizance with consternation, the bench, in its order dated December 9, 2016 in AHRC Case No. 1876/9/16-17 directed issuance of notice to the District Magistrate, Kamrup (Metro), Guwahati to institute a magisterial inquiry into the incident and to fix responsibility, if any, on the part of the said ASI, Golap Konwar, for firing with his gun on two persons and grievously wounding them in the process.

The report is to be submitted to the Commission within 30 days of receipt of the notice.

The bench also recommended to the Government of Assam through its Chief Secretary under Section 18(c) of the Protection of Human Rights Act, 1993, since amended in 2006, to grant immediate interim relief of Rs 1 lakh each as compensation to the two victims viz., Rupesh Thakur (driver) and Rakesh Kumar (handyman).

As reported, Golap Konwar, ASI of Basistha Police Station wantonly opened fire on the driver and the handyman of an excavator vehicle (AS-01-GC-5098) on the VIP Road in the Sixmile area of the city when the excavator failed to make way for the police officer�s car.
