Advisory for local Bihu committees

GUWAHATI, April 13 - The Kamrup Metro district administration has issued an advisory for local Bihu committees in the city to follow certain guidelines during celebration of Rongali Bihu events.

As per the advisory, the committees and organisers have been directed to make proper arrangement for fire safety measures at the venue and to obtain a certificate from fire and emergency services, as well as a certificate from the Pollution Control Board prior to holding events.

�Use of sound system beyond permissible limit is strictly prohibited,� it said.

The administration said that proper emergency and evacuation plan for the programmes must be in place and adequate provision of drinking water for the participants should be provided at the venue.

�Proper toilet facility should be provided. Proper arrangement for parking of vehicles is to be made,� it said. The advisory added that use of any kind of alcohol, narcotic and psychotropic substances during the cultural function at the venue is prohibited.

Deployment of sufficient numbers of volunteers, both male and female, at the site of events by the organisers has been made mandatory.

�A proper garbage disposal plan should be made. The organiser has to maintain cleanliness and hygiene of the venue,� it said, adding that planning of positioning of fire tenders and ambulances in the field to tackle any kind of emergency will have to be ensured.

The district administration has also called upon the general public to enjoy Bihu in a peaceful manner and avoid any untoward situation.

Appeal on programme timing: Meanwhile, the Brihattar Guwahati Bihu Sanmilani Samanwayrakshi Samiti, while wishing the people a happy and prosperous Rongali Bihu, has called upon the various Bihu organisers to conclude their functions by 12 midnight.

In a statement, the Samiti also emphasised preserving the time-tested traditions associated with Bihu and appealed to the Bihu organisers and the people to use gamosas woven by the State�s artisans.

The Samiti also expressed concern over unwarranted incidents that sometimes take place during Bihu celebrations, especially when carried beyond the midnight hours.

Samiti office-bearers met City Police Commissioner Hiren Chandra Nath and urged him to ensure adequate security for the celebrations.
