Administrator�s Rule recommended in KHADC

SHILLONG, Nov 23 - After the Opposition Congress toppled the Khasi Hills Autonomous District Council (KHADC) Executive Committee led by the NPP-UDP combine, the NPP-led State Government has recommended Administrator�s Rule in the council.

The Administrator�s Rule is similar to the Governor�s Rule under which the Governor takes over the administration when there is uncertainty over formation of the Executive Committee of the district council.

But in this particular instance, the Congress-led alliance has a clear majority in the KHADC.

The Executive Committee led by the NPP-UDP alliance was toppled by the Congress through a no-confidence motion by a 15:14 margin in its favour. There was nothing unconstitutional in it.

Latiplang Khongwir, an Independent member of the council, was elected as the new Chief Executive Member with the support of the Congress.

However, this did not deter the State Government from sending its recommendation to the Governor. The State Government�s recommendation will now require the approval of Governor Tathagata Roy. The Governor�s decision is expected to be known soon.

One of the factors that hurt the NPP-led Government the most is that its own member, Pynshngainlang N Syiem, was instrumental in toppling the Executive Committee led by the alliance in the council.

Incidentally, there is no anti-defection law in the district council and any action taken by the NPP against Syiem will technically have little bearing.
