DIBRUGARH, April 13 � In yet another classic case of civil administration mismanagement in Dibrugarh district, the babus who run the district have done nothing to have an officer to officiate as ADC (Revenue) here for the past 20 days or so.
The ADC (Revenue) is a crucial designation in any civil district, as this official looks after the day-to-day file clearances of revenue and land-related matters.
The person holding the post here was one Lakhi Nath Gogoi, an ACS officer. He was recently deputed to the Bodoland Territorial Council (BTC) to aid the election process there.
Now, the convention is that when ADCs and higher officers leave their headquarters even for two days, they hand over charge to some other official to maintain continuity of office work. Gogoi did not hand over charge to anyone. Neither did the Dibrugarh DC, �an IAS officer�, feel it necessary to have someone to officiate as ADC (Revenue) during the weeks LN Gogoi was out of Dibrugarh. As a result, all revenue-related files have piled up in Gogoi�s chamber for almost a month now. Without the revenue files being cleared by the ADC, the DC, too, cannot do justice to revenue-related matters.
While this chaotic situation in the Revenue Department here continues for weeks here, there is not even a whimper of protest in Dibrugarh, which is populated by a knowledgeable and informed public.
It is because of this indifference towards governmental paralysis on the part of the population here that babus from across the ACS, APS, IPS and IAS and sundry cadres find a �Dibrugarh posting so pleasurable,� said a prominent advocate here.
The prevalent administrative paralysis in the district has only gladdened the anti-socials to have a free run in the district. The anti-socials encroach on footpaths, sidewalks and every vacant public space with impunity. Development works are not happening beyond the political foundation stone-laying ceremonies, and there is also rampant bootlegging; one can go on and on.
�Dibrugarh�s freewheeling lawlessness and sarkari paralysis is not heading for any normalcy soon, unless the nincompoops are shuffled out in wholesale,� said an annoyed senior citizen.
