GUWAHATI, Aug 5 The All Assam Students Union (AASU) has asked the Cabinet sub-committee of the State Government on National Register of Citizens (NRC) to take effective steps for continuation of the NRC updating process.

In a statement here, the students body has said that if the Cabinet sub-committee suggests incorporation of the names of the illegal migrants in the NRC, it would not allow the Government to do so. It needs mention here that the Cabinet sub-committee is scheduled to meet tomorrow.

The students body alleged that due to the failure of the State Government, updating of the NRC has been delayed by five years. The decision in this regard was taken at the tripartite meeting of the students body with the Centre and the State Governments on May 5, 2005. The meeting was held in presence of the Prime Minister said the students body.

The tripartite meeting had decided to update the NRC with the inclusion of the names of those Indian citizens and their descendants whose names appeared either in the 1951 NRC or in the electoral rolls published up to 1971. The entire process of updating the document was scheduled to be completed within two years time and on the basis of the updated NRC, the tripartite meeting decided for issuing identity cards to the genuine Indian citizens.

Again, in the April 22, 2010 tripartite meeting the students body with the Central and the State Governments under the presidentship of Union Home Secretary GK Pillai, it was decided to initiate the implementation of the pilot project for updating the NRC in Barpeta and Chaygaon Revenue Circles. The implementation of the pilot project is scheduled to be completed within the current year.

The implementation of the pilot project started since June 1 last. But the Government surrendered to the violent agitation of the All Assam Minorities Students Union (AAMSU) and suspended the implementation of the project.

Both the Central and the State Governments jointly prepared the outline of the process for updating the NRC. The AASU has been extending cooperation to this effort. It was the duty of the State Government to circulate the pro-forma form prepared for implementing the pilot project. But the Government failed to do so.

Now the Government should take urgent steps to resume the process of updating the NRC, said the students body.
