IMPHAL, June 30 � Chief Minister O Ibobi Singh said that it is high time to think on lifting of prohibition to generate revenues for the government. The prohibition is on in the State under the provisions of the Liquor Prohibition Act, 1991.

Speaking during the Budget session of the ongoing Manipur Legislative Assembly today, the Chief Minister said that the State government is not in a position to implement the Food Security Act in the State due to the existing fund constraint. He said a huge amount of money will be needed if the State implements the Food Security Act.

Ibobi, who holds the Finance portfolio, said it is high time to think of the proposed amendment to the Excise Regulation Act. Except Nagaland and Manipur, all the NE States have lifted prohibition. He said the revenue collected from excise duty, etc., were utilised by giving subsidy in other areas, such as Food Security Act, in some of the States of the country. Without having income from State�s revenue sector, including the excise duty and others, the State government cannot do much for the welfare of the State, he observed.

The Chief Minister, who also holds the Art and Culture Department, said that the University of Culture of the State will be announced within a week. The Governor has also given his assent in connection with the launching of the University of Culture. He said the session of this university will be started from this academic session. The government is inviting educationalists and other personalities to take advice in this regard. The Chief Minister further maintained that a cultural policy of the State will also be framed soon after taking approval from the State Cabinet.

Earlier, Nationalist Congress Party MLA L Ibomcha, Trinamool Congress MLA Dr I Ibohanbi and Lok Jana Sakti MLA K Shyam also participated in the day�s the budget discussion.
