Steps to control noise pollution in city

GUWAHATI, April 25 - With a view to controlling and curbing noise pollution in the city, the Kamrup Metro district administration has decided to undertake a series of steps including notification of �silence zones� near educational institutions, courts and some other places, as well as regulating high-decibel horns.

�The district administration will notify silence zones in and around not less than 100 metre radius of all educational institutions, both government and private hospitals, all court areas and all religious places, important installations and all important offices,� Dr M Angamuthu, Deputy Commissioner of Kamrup Metro, told The Assam Tribune today.

The DC informed that the concept of silence zones had existed earlier also, but there was laxity in implementation of rules. �Henceforth, the rule will be implemented strictly,� he said.

Dr Angamuthu said that the Commissioner of Guwahati Municipal Corporation (GMC) has been requested to impose restrictions while issuing NOCs for construction purpose to ensure that the builders and promoters do not use or operate sound-emitting construction equipment during night hours from 10 pm to 6 am.

�Moreover, while issuing trade licences or during renewal of trade licences, the GMC has been requested to ensure that no loudspeaker or public address system or microphone or crackers are used after 10 pm and to follow the guidelines issued by the Supreme Court,� said the DC.

The administration has also instructed the Pollution Control Board to collect, compile and publish statistical data relating to noise pollution and measures devised for its effective prevention, control and abatement under relevant sections of the Noise Pollution (Regulations and Control) Rules 2000, he added.

The DTO (Enforcement) has been directed by the DC to take steps to remove all air horns, pressure horns and musical horns and other such high decibel horns and submit a detailed report in this regard.

The DC said that the Guwahati Metropolitan Development Authority (GMDA) and GMC will take steps to include industrial, residential as well as commercial areas with regard to steps for checking noise pollution while preparing the master plan of the greater Guwahati area.
